Abstract:
China’s industrial policy for the electric vehicle battery swap model has undergone early debates on technical routes, followed by pilot applications and business model validation, before transitioning to a new phase of large-scale promotion and ecosystem development. This evolution is characterized by phased progression, equal emphasis on standardization and marketization, and coordinated innovation between central and local policies. In the foreseeable future, the establishment of a standardized system will become a key focus of China’s electric vehicle battery swap policy. Supporting measures to upgrade battery swap stations into energy hubs are also expected to be introduced. Additionally, given the significant disparities between urban and rural areas, national industrial policies will inevitably adopt a differentiated approach based on local conditions. This article comprehensively reviews the development history of industrial policies for electric vehicle battery swapping models in China; Summarized several characteristics of industrial policy evolution and predicted the future development trend of China’s electric vehicle battery swapping mode industry policy.
